Plaintiff Igor Brodetski, 1 an employee with the Russian Branch of Voice of America (“VOA”), a division of the United States Information Agency (“USIA”), brought this claim against defendants under Title VII of the Civil Rights Act of 1964, 42 U.S.C. §§ 2000e-2, 2000e-3 (1994), as amended (“Title VII”).
