Appellant, as plaintiff pro se, sought to file two complaints in the United States District Court for the Southern District of New York, each alleging violations of his civil rights by the named defendants. Claiming inability to pay the required filing fees, appellant applied for leave to proceed in forma pauperis pursuant to 28 U.S.C. § 1915(a).
