The Defendants-Appellants J.S. Tarwater Developmental Center (“Tarwater”), et al. (collectively, “the Defendants”) appeal the district court’s judgment in favor of the Plaintiff-Appellee Alabama Disabilities Advocacy Program (“the Advocacy Program”), which enjoined and restrained the Defendants from failing to release to the Advocacy Program the medical records of two former Tarwater residents.
