The village of Eogers Park, in Cook county, was organized under the general act providing for the incorporation of cities and villages. On the 4th day of April, 1893, the village was annexed to and became a part of the city of Chicago. The appellant company is a corporation organized under the general statute providing for the formation of corporations, the object for which it was incorporated being “to locate, construct and operate a system of water-works in the village of Eogers Park.” On the 4th day of October, 1897, the city council of the city of Chicago passed an ordinance fixing the…
