On October 18, 1915, the city of Chicago filed a bill for injunction in the circuit court of Cook county seeking to restrain the State Public Utilities Commission and the members thereof from enforcing a certain order made by the commission on September 29, 1915, relating to the equipment and operation of street cars in the city of Chicago.
