Can the reading of an untested radar device supported by the opinion of an unqualified witness sustain a speeding conviction? The defendant is charged with violation of section 1.1c of Local Law No. 7 of the Town of Oyster Bay, speeding 70 miles an hour in a 30-mile an hour speed limit area.
