On July 14, 2014, Gregorio Igartúa, Carlos Mendez-Martinez, Jorge Perez-Diaz, Pedro Mendez-Soto, Iris Gonzalez-Camacho, and Maria Negron-Cedeno (collectively “Plaintiffs”) filed a complaint against the United States of America, the President of the United States, the Secretary of Commerce, and the Clerk of the U.S. House of Representatives, all in their official capacities (collectively “Defendants”) seeking declaratory judgment and other relief.
