MEMORANDUM OPINION AND ORDER

As Franklin D. Roosevelt famously said in a 1944 radio address from the White House, “Nobody will ever deprive the American people of the right to vote except the American people themselves and the only way they could do this is by not voting.” This statement assumes that all United States citizens can vote if they choose to do so.
