AMENDED MEMORANDUM OPINION
MARVIN ISGUR, Bankruptcy Judge.
This adversary proceeding concerns whether a Chapter 11 debtor can claim two mobile home parks as her exempt homestead under Texas law. Ms. Norra resides at one of the mobile home parks and the other park is approximately 20 miles away. Ms. Norra claims that the real property at both parks and certain mobile homes located at the parks qualify as her homestead. Harris County, the Texas Commission on Environmental Quality (“TCEQ”) and the Texas Department of State Health Services (“DSHS”) object to Ms. Norra’s claimed homestead exemption.…
