MEMORANDUM OPINION AND ORDER

NOTTINGHAM, District Judge.

This is a civil-rights action. Plaintiff Mark Robinson aheges that the City and County of Denver (“Denver”) and a number of Denver police officers (hereinafter, collectively, “Denver defendants”), together with the Board of County Commissioners Jefferson County Sheriff, and unknown Jefferson County deputy sheriffs (hereinafter, collectively, “Jefferson County defendants”), violated his constitutional rights by conspiring with certain Defendant Denver media organizations to videotape and audiotape his arrest in his home.
