MEMORANDUM OPINION
MYRON H. THOMPSON, District Judge.
The plaintiffs in this lawsuit challenge, first, their past, temporary suspensions from eligibility to bid on moving and storage contracts with agencies of the federal government, and, second, the refusal of the federal government to award them “makeup tonnage” following the termination of their suspensions.
