MURRAY, Justice.
This case comes before us on a petition for certiorari by the city of Providence (the city), which seeks review of the final decision of a hearing committee (committee) convened pursuant to the Law Enforcement Officers’ Bill of Rights, G.L.1956 (1993 Reenactment) chapter 28.6 of title 42.
