This case came before the court on a petition for certiorari by the city of Pawtucket (petitioner or the city) seeking review of the final decision of a hearing committee (committee) convened pursuant to the Law Enforcement Officers’ Bill of Rights, G.L.1956 chapter 28.6 of title 42. The city had charged the respondent, Patrolman John J. Ricci, Jr. (respondent), with knowingly submitting an incomplete and incorrect application for employment and for violating certain rules and regulations of the Pawtucket police department.
