Timothy Leininger appeals the judgment of the Hennepin County District Court affirming the decision of the Bloomington Merit Board, 1 which upheld the action of the City of Bloomington (hereinafter “City”) demoting Leininger from the rank of sergeant in the Bloomington Police Department (hereinafter “Department”) to the rank of police officer.
