Upon information of A. Tbe appeal is from a judgment entered upon an order quashing an alternative writ of mandamus, and involves tbe one question whether or not tbe Water, Light, Power and Building Commission of tbe city of East Grand Forks may create a liability against tbe city for compensation to an attorney employed by tbe commission.
It appears from tbe writ that tbe city, organized under Laws 1895, p. 16, c. 8, in 1909 availed itself of tbe provisions of Laws 1901, p. 588, c. 412, and duly created a water, light, power and building commission composed of three members. Tbe respondent is tbe city clerk and…
