OPINION

MARGOLIS, Judge.

This proposal preparation costs case is before the court on the defendant’s motion for partial summary judgment and plaintiff’s cross motion for partial summary judgment on the issue of damages. On September 19, 1988, the court granted the plaintiff’s unopposed motion for partial summary judgment, ruling that the government was liable for the breach of its implied duty to fairly and honestly consider the plaintiff’s offer.
