LUTTIG, Circuit Judge:
Appellees, the Secretary of the Navy and the United States Navy, denied appellant Michael Guillot a sensitive compartmented security clearance because Guillot failed to disclose his alcohol and cocaine addiction on forms he was required to complete in order to obtain the security clearance. Guillot unsuccessfully challenged the denial of the security clearance as violative of the Rehabilitation Act of 1973 before the Merit Systems Protection Board and the Equal Employment Opportunity Commission and then appealed to the United States District Court for the District…
