OPINION
OROZCO, Judge.
¶ 1 Arizona Commercial Diving Services (ACDS) appeals the judgment in favor of Applied Diving Services, Inc. (ADS) and the Arizona Registrar of Contractors (“the ROC”) on ACDS’s appeal and ADS’s and the ROC’s cross-appeals from the decision of the Administrative Law Judge (ALJ). The trial court upheld the ALJ’s decision that ACDS did not meet the standards to satisfy the “substantial compliance” exception to the licensing requirement.
