A presentment of the grand jury of Fayette County set forth that on September 12, 1936, Frank C. Monaghan, suspected of having committed a felonious assault on John C. Wall, county detective, was arrested by policeman Charles Malik and Lewis Ford, at the direction of James A. Reilly, district attorney of Fayette County. That Monaghan, also at the direction of the district attorney, was then taken to the bertillon room of the office of the county detectives in the basement of the courthouse and while in the custody of the officers, was feloniously assaulted…
