In the autumn of 1958, the Department of Health of Puerto Rico launched a campaign for the vaccination of the population for the purpose of preventing the spread of a smallpox epidemic which threatened to break out in the Island. To that effect, the Secretary of Health provided facilities for the inoculation of the vaccine virus and urged the citizens to submit to vaccination.1 It is pertinent to state *211that in accordance with § 8 of Regulations No. 46 of the Department of Health, promulgated on October 17, 1916, vaccination is compulsory for persons over 25 years of age “on the outbreak of…
