Plaintiff Garrett M. Graff 1 filed an amended complaint against the Federal Bureau of Investigation (“FBI”), the Executive Office for United States Attorneys (“EOUSA”), and the Department of Justice (“DOJ”), alleging that defendants wrongfully refused to process requests for information that he submitted under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 et seq., as amended, and that their actions constituted irrational departures from agency policy.
