MEMORANDUM OPINION

LYDON, Judge:

In these direct access consolidated cases, brought under the Contract Disputes Act of 1978, 41 U.S.C. § 609(a) (1982), plaintiff, in complaints filed on March 25, 1986, (Docket No. 201-86C) and March 2, 1983 (Docket No. 113-83C) seeks to recover additional compensation relative to four Forest Service road construction contracts it entered into with the Department of Agriculture.
