The act "to establish a graded school in Shoe Heel districts number one and two for white children," ratified on the 8th day of March, 1883, among other things, provides as follows:
ACTS 1883, ch. 282: —
Section 1. That the board of commissioners of Robeson county shall submit to the qualified voters of Shoe Heel districts known as districts number one and two for white children in said county, on the first Thursday in April, 1883, under such rules and regulations as said board may prescribe, whether an annual assessment shall be levied therein for the support of a graded public school for the…
