MEMORANDUM OF OPINION
NELSON, District Judge.
I. Introduction
The claimant, Randy Fry, appeals from the decision of the Commissioner of Social Security denying his application for a period of disability and disability insurance benefits. The application was denied upon initial submission and upon reconsideration. (Tr. at 62-75). Claimant then sought and was granted a hearing before an Administrative Law Judge (“ALJ”) on December 29, 1998.
