OPINION

TSOUCALAS, Senior Judge.

This case involves the shipments of tapered roller bearings (“TRBs”) and parts thereof, finished and unfinished, from the People’s Republic of China (“PRC”).

On July 9, 1997, the Department of Commerce, International Trade Administration (“Commerce”), published the preliminary results of its administrative review covering TRBs from the PRC.
