LUCERO, Circuit Judge.

More than six decades ago, the Supreme Court declared school segregation in Topeka, Kansas unconstitutional. Brown v. Bd. of Educ., 347 U.S. 483, 74 S.Ct. 686, 98 L.Ed. 873 (1964). Since then, Kansas state courts have adjudicated numerous challenges to the state’s school financing system, seeking to effectuate Brown’s ideals and the Kansas Constitution’s mandate that school financing be “suitable.” Kan.
