CRAIG, President Judge.

Ralph H. Kapilian appeals an order of the State Employes’ Retirement Board denying Kapilian’s request to purchase nonstate service credit for employment at the University of Illinois (UI) from September, 1960 through June, 1961, and from September, 1964 through September, 1969.

The undisputed facts, as found by the board, are that Kapilian became a member of the State Employes’ Retirement System when he began employment as a professor with West Chester State College on August 22, 1970. That appointment continued until August 16, 1986, when the board approved disability…
