CASTILLE, Justice.

The issue before this Court is whether a member of the State Employes’ Retirement System (“SERS”) who teaches at a university in a foreign country must establish the existence of an employer/employee relationship with an agency or department of the United States government in order for that member to purchase “creditable nonstate service” retirement credit pursuant to Section 5304(c)(3) of the State Employes’ Retirement Code (“Retirement Code”), 71 Pa.C.S. § 5304(c)(3).
