FLAHERTY, Judge.

Alexander Vetenshtein, by his guardian Liza Vetenshtein, and Liza, in her own right and Alexander, in his own right, (collectively, Appellants) appeal by permission from an interlocutory order certified by the Court of Common Pleas of Philadelphia County (trial court) as presenting a controlling question of law. 42 Pa. C.S. § 402(b); Pa. R.A.P. 1311 (b). 1 The trial court’s order prevented the Appellants from presenting any evidence against the City of Philadelphia (Philadelphia or City). We affirm.
