Manuel Estupinan appeals from his plea of guilty to the charge of conspiracy to possess with intent to distribute five kilograms or more of cocaine while on board a vessel subject to the jurisdiction of the United States, in violation of 46 U.S.C. app. § 1903(a), (g), and (j), and 21 U.S.C. § 960(b)(l)(B)(ii). Specifically, Estupinan challenges the constitutionality of 46 U.S.C. app. § 1903, the Maritime Drug Law Enforcement Act (“MDLEA”). After review, we affirm.
