Defendants-appellants Manuel Hernandez and Tito Daniel Estupinan appeal their convictions under the Maritime Drug Law Enforcement Act, 46 U.S.C. app. § 1901 et seq. (1994 & Supp. V 1999) (“MDLEA”).
