KRAM, District Judge.
In this civil rights action, brought pursuant to 42 U.S.C. § 1983, owners of leased residential property in New York City and the Rent Stabilization Association, a landlord trade organization (collectively, the “Landlords”), allege that the Civil Court of the City of New York and its Housing Part (the “Housing Court”) have deprived the Landlords of their constitutional rights.
