MEMORANDUM OPINION

ELLIS, District Judge.

In this mandamus action, plaintiff, Akram Safadi, seeks to compel defendant, Phyllis Howard, District Director of the Washington Field Office of the United States Citizenship and Immigration Services (“USCIS”), to adjudicate immediately his application to adjust to permanent resident status.
