To settle disputes arising from competition between suppliers of electricity in certain areas the legislature passed Ch. 254, Laws of 1965. A brief outline of parts of the act will assist in indicating its plan. Section 12 creates the South Dakota Electric Mediation Board "with quasi judicial powers for the sole purpose of determining which electrical supplier shall provide electric service in certain areas as herein provided."
