These are appeals for reappraisement of certain brisling sardines in olive oil and kipper snacks, exported from Norway during the period from April 26, 1958, to August 30, 1958.

The merchandise was appraised on the basis of export value under the provisions of section 402 (b), Tariff Act of 1930, as amended by *436the Customs Simplification Act of 1956,-Public Law 927, dated August 2, 1956 (70 Stat. 943; 91 Treas.
