MEMORANDUM OPINION AND ORDER
CASTILLO, District Judge.
This is the fourth opinion this Court has issuéd in these consolidated cases arising out of the fatal crash of American Eagle Flight 4184 near Roselawn, Indiana on October 31, 1994. In this opinion, the Court addresses the defendants’ motion for a choice of law ruling establishing the substantive law to be applied to the claims of non-Indiana plaintiffs 1 for compensatory damages, specifically those damages sought for the passengers’ pre-impact fear and terror.
