Rose Cleveland is executrix of the estate of her late husband, Robert Cleveland, who committed suicide in 1998. Cleveland alleges that events surrounding 15 years of tax collection proceedings caused her husband severe depression and led to his suicide. She filed a four-count suit on the estate’s behalf against the Internal Revenue Service, an IRS officer, and her husband’s tax attorney, Michael Rotman.
