This action arises from the most deadly state-sponsored terrorist attack against American citizens prior to September 11, 2001 — the October 23, 1983 Marine barracks bombing in Beirut, Lebanon, during which 241 American servicemen acting as part of a multinational U.N.authorized peacekeeping force were murdered in their sleep by a suicide bomber.…
