OPINION

BRYNER, Chief Judge.

In this case we are called upon to review an order entered by the district court dis missing, on grounds of entrapment, a criminal complaint filed by the Municipality of Anchorage. 1

The essential facts are not in dispute. During the month of January, 1981, John H. Chandler worked on a voluntary basis as a reserve officer for the Anchorage Police Department.
