John J. Dominguez brought suit against Don A. Gilbert, Commissioner of the Texas Health and Human Services Commission (“the Department”), and Sharon Thompson, Director of Medicaid Program Integrity, Office of Investigations and Enforcement (“Medicaid Enforcement”), seeking a writ of mandamus to compel the release of documents requested pursuant to the Texas Public Information Act.
