Pro se plaintiff, Kevin Diaz, 2 filed a complaint in the United States Court of Federal Claims on January 28, 2016, alleging that the United States Department of the Navy (Navy) wrongfully rejected his unsolicited proposal and “failed to comply with Federal Acquisition Regulation (FAR) Subpart 15.6 during the agency’s review process.” See 48 C.F.R. § 15.6 (2016).
