Plaintiff-appellant, a former Revenue Officer in the Internal Revenue Service (IRS), appeals from summary judgment entered against him by the United States District Court for the Eastern District of Michigan (Judge Pratt) in his suit for damages and equitable relief against the United States and various IRS officials. The district court rejected petitioner’s contentions that he states a cognizable cause of action under the Civil Service Reform Act (CSRA), 5 U.S.C. § 1101 et seq., and the First Amendment, against IRS supervisors who he says gave him poor performance…
