— On Januhry 8, 1903, the appellants as complainants filed a bill in chancery in. the Circuit Court for Hillsborough county in which it is. alleged that in the year 1887 an election was held in Hillsborough county, Florida, as provided for by Article XIX of the constitution of Florida and the statutes thereunder; that the result thereof was declared by the county commissioners to be in favor of the sale of liquors in said county, but that precinct No. 19 which was then established, was not one of the precincts in which permits to sell liquors, wines and beers could be issued by…
