The defendant commissioner found the plaintiff to be legally liable and able to contribute to the support of his father, a recipient of public assistance, under the provisions of § 17-82e of the General Statutes, and the plaintiff requested a fair hearing. After the hearing officer upheld the defendant’s determination that the plaintiff was legally liable, the plaintiff appealed to the Circuit Court pursuant to § 17-2b 2 of the General Statutes.
