Protestors, the State of Texas, by and through the Texas Workforce Commission, Business Enterprises of Texas (the State of Texas), and Roland Marshall, a blind vendor, bring this pre-award bid protest. The bid protest challenges the United States Department of the Air Force’s implementation of corrective action following a post-award bid protest previously filed on the same solicitation by the State of Texas and Mr. Marshall.
