This appeal presents the following issues: (1) whether the procedures by which the Georgia General Assembly considers *1246“local legislation” violate the principle of “one person, one vote,” and (2) whether the changes in internal rules and procedures by which the General Assembly enacts local legislation are subject to the preclearance requirement of the Voting Rights Act of 1965, 42 U.S.C. § 1973 et seq., as amended.
