OPINION
SMITH, Chief Judge.
This case is before the court after an extended trial on damages. In United States v. Winstar, 518 U.S. 839, 116 S.Ct. 2432, 135 L.Ed.2d 964 (1996), the Supreme Court held that plaintiff had an enforceable contract with the government to treat supervisory goodwill created as a result of Glendale’s acquisition of First Federal of Broward (Bro-ward), as regulatory capital, and to amortize the goodwill over a forty-year period.
