Andrew Cozzone (Claimant) petitions for review of an order of the Workers’ Compensation Appeal Board (Board), dated March 15, 2011. The Board reversed the decision of a Workers’ Compensation Judge (WCJ), which granted Cozzone’s reinstatement and penalty petitions. For *107the reasons that follow, we affirm the Board’s order.
