TJOFLAT, Circuit Judge:
This is an appeal from an order granting the petition of Ernest W. Shahid, Jr., for a writ of habeas corpus. The issues raised by the petition are whether the United States Parole Commission (the Commission) has complied with its statutory obligation to “state with particularity” its reasons for denying Shahid parole, 18 U.S.C. § 4206(b) (1976), and whether the Commission abused its discretion by denying parole to a prisoner who has served one-third of an 18 U.S.C. § 4205(b)(2) (1976) sentence and who has shown superior institutional adjustment during his incarceration.…
