*265 Plaintiff, MLive Media Group, doing business as Grand Rapids Press, sent defendant, the *266 city of Grand Rapids (the City), two requests under Michigan's Freedom of Information Act (FOIA), MCL 15.231 et seq ., seeking recordings, copies of recordings, and transcripts of phone calls made by Grand Rapids police officers to a Grand Rapids police lieutenant regarding the citation of a former Kent County Assistant Prosecutor.
